It used to be that "sukì" applied only to the buyer, but now it is used for the vendor too. You will hear this usually in wet markets, especially when they start to haggle over the price. It is used like "kuya" or "ate" and facilitates addressing the other person without the need to know each other's names. Vendors you meet for the first time might already call you as such to encourage you to buy from them by hinting that they'd give you the same price they give to their actual regular customers.
