The Fiscal's dismissal of a criminal complaint is not final. The complainant can still avail of the following remedies:
1. File a MOTION FOR RECONSIDERATION before the Fiscal who dismissed the complaint.
2. If the motion for reconsideration is denied, the complainant may appeal his case to the Regional Prosecutor or the Secretary of Justice via a PETITION FOR REVIEW.
3. If the petition for review is dismissed, the complainant may elevate the matter to the Court of Appeals via a PETITION FOR CERTIORARI under Rule 65 of the Rules of Court on the ground of grave abuse of discretion.
4. Or, the complainant may REFILE THE COMPLAINT provided there is new or additional evidence that is submitted together with the complaint.
