08:42.8
Thank you, Mr. President. Mr. President, ladies and gentlemen of the Senate,
08:48.9
we are now ready to listen to the address of the Senate.
08:53.1
Thank you, Mr. President.
09:23.1
On October 16, 1916.
09:26.7
Quezon's words spoke through the ages to future senators and serves as an immortal advice on how to carry out the burden of leadership and to honor the gift of the mandate of the people.
09:40.8
In his words, he said,
09:43.3
We are here today to serve the people the way the people themselves want to be served.
09:50.4
But it is necessary, however,
09:53.1
to keep in mind that a different procedure is expected from the Senate than from a popular chamber.
10:00.5
Wherever the bicameral legislature exists,
10:04.0
it is assumed that the lower house will be like a very sensitive thermometer
10:08.6
that will register in its action even the slightest and most momentary changes in popular sentiment.
10:16.0
On the other hand,
10:18.3
the Senate must represent the serene, mature,
10:22.1
and prudent judgment of public opinion.
10:27.4
the Senate must be a sure, unshakable dam
10:30.1
destined to contain the exaltations and overflow of popular passion.
10:36.3
If the voice of the people is the voice of God,
10:39.6
it must be enclosed in the safe channel of serene reflection.
10:45.8
the most horrendous crime recorded in history,
10:48.5
a crime that made the sky cry and the earth tremble,
10:52.1
was a crime committed at the behest of an obstinate people
10:56.1
at a time when fanaticism had blinded reason and abolished all human feeling.
11:02.5
I am referring to the crucifixion at Golgotha.
11:06.6
Our steps must be safe and numbered.
11:10.0
We must act when we are certain that that opinion is consensually formed.
11:15.2
In case of conflict between private interests,
11:19.3
we must harmonize the demands of the heterogeneous elements,
11:22.1
that make up our society,
11:24.8
so that the general interest always prevails.
11:28.8
We must maintain the stability of our institutions
11:31.2
and be the safeguard of public and private rights.
11:35.7
The merit of our work must not be judged by the number of laws we dictate,
11:40.8
but by their quality.
11:43.4
It is even preferable to suffer the evils of a current law
11:47.3
than to try to remedy them with a law made hastily,
11:50.5
without the Jew and Catholicism,
11:52.1
and without the careful study that the function of legislating entails,
11:56.1
since with laws of this kind,
11:58.1
we will cause greater harm and perhaps even irreparable injury.
12:03.7
Our work will be constructive, not destructive,
12:07.6
and we will not destroy the old until we are sure that the new is better.
12:13.6
In any case, we should never put the interests of the party
12:16.8
before the interests of the community.
12:19.2
We must aspire to be the guardians of the good faith,
12:22.1
the faith of the Filipino people towards other peoples,
12:25.3
for which we are obliged to preserve it intact.
12:29.5
Our conduct must be one of justice, consideration,
12:34.5
brotherly affection, not only for our own, but also for strangers.
12:41.5
Esteemed members of the diplomatic corps,
12:44.1
members of the cabinet here present,
12:46.1
my dear colleagues in the senate, both present and past,
12:48.9
my fellow workers in government,
12:51.4
ladies and gentlemen,
12:52.1
my beloved fellow countrymen,
12:54.1
God bless you early in the Indo-Cabos.
12:58.1
After more than 100 years,
13:00.1
Quezon's words remain true and timeless.
13:04.1
He was in effect writing this chamber's job description
13:08.1
and injecting it with purpose,
13:10.1
a template by which we should do our duty today.
13:16.1
The Senate did through war and peace,
13:19.1
upheavals and prosperity,
13:21.1
debacles and development,
13:23.1
followed this code of conduct that Quezon laid down.
13:26.1
Today, it is worth remembering the four distinct roles of the Senate
13:30.1
that Quezon, our very first Senate President in 1916, envisioned.
13:37.1
First, the Senate is a chamber of sobriety and prudence.
13:42.1
We temper the passions of public opinion
13:45.1
and proceed in a rational and deliberate manner.
13:49.1
We do not immediately embrace public opinion,
13:52.1
that may ultimately harm the people.
13:56.1
the Senate focuses on quality rather than quantity.
14:00.1
We legislate only if those existing are no longer sufficient
14:04.1
or if no other solution suffices.
14:07.1
This is not a factory that mass-produces laws
14:11.1
for the sake of showing them on a scoreboard,
14:13.1
yet do not in any way improve our people's lives.
14:19.1
the Senate puts the interest of our people,
14:21.1
over those of political parties or personal ambitions,
14:25.1
ika nga bayan muna bago ang sarili.
14:30.1
in matters of foreign relations,
14:32.1
the Senate helps maintain the good ties of our people with other nations,
14:37.1
even as we put forward our national interests.
14:41.1
this is not to say that nothing has changed,
14:44.1
for indeed much has changed since the time of Quezon,
14:50.1
have been for the good and for the better.
14:54.1
out of 252 individuals who became Senators since 1916,
15:00.1
91% are men and only 9% are women.
15:05.1
Women did not even have the right to vote or be voted in office at that time.
15:10.1
Now we have six members of the stronger gender in this chamber,
15:16.1
I was corrected by Senator Issa,
15:19.1
Representing more than 25% of all of our members,
15:22.1
who do not only vote bills into law,
15:25.1
but also may vote them into oblivion as well,
15:28.1
should they so desire.
15:30.1
Mindanao then was a distant frontier in the margins of power,
15:34.1
and given only token representation,
15:36.1
averaging only 7% of the Chamber's membership.
15:42.1
you can correct me.
15:44.1
Mindanao is well and ably represented,
15:47.1
with 20% of the Chamber's membership.
15:51.1
In this final regular session of the 19th Congress,
15:55.1
following Quezon's advice,
15:57.1
we will set aside items which merely dissipate our energy and divide the public.
16:03.1
For this same reason,
16:05.1
pending bills on charter change will be placed in the backburner
16:09.1
and will follow the ordinary and regular process of legislation,
16:15.1
bills which can affect the same result,
16:18.1
but without the needless political noise and bickering,
16:21.1
will be prioritized.
16:23.1
This will allow us to focus our energy
16:25.1
on measures which the people truly need.
16:28.1
We will tackle items in the common legislative agenda
16:32.1
forged with the Executive and those nurtured
16:35.1
by both the House and the Senate.
16:37.1
For legislation is not a one-way process.
16:40.1
We are not mere processors of proposals,
16:43.1
but also proponents of them.
16:45.1
And the Senate is best,
16:48.1
when it incubates brave ideas
16:50.1
and initiates bold legislation.
16:53.1
On this question of prioritization,
16:55.1
I humbly submit a three-way test.
17:00.1
will it make the lives of our people easier?
17:03.1
Will it help to speed up the lives of our fellow citizens?
17:08.1
Will it help us move faster?
17:11.1
Will it make it faster
17:13.1
that we can reach our dreams,
17:16.1
and aspirations in life?
17:17.1
Not only for ourselves,
17:19.1
but also for those we love in life,
17:24.1
Will it make our people's burdens lighter?
17:27.1
Will it ease the burden of Juan de la Cruz,
17:32.1
who currently has a very heavy burden?
17:39.1
This applies as well
17:41.1
whether we need to legislate
17:42.1
in the first place.
17:44.1
For the Senate does not only propose new laws,
17:47.1
it also disposes with needless or obsolete ones.
17:53.1
the foremost task of Senators
17:55.1
is to be the chief common-sense officers
17:58.1
of the government.
18:00.1
For common sense,
18:03.1
is what would bring ease
18:04.1
to the lives of our countrymen.
18:06.1
Ang hirap lang palagi sa common sense,
18:09.1
hindi po madalas common.
18:11.1
Hindi po nakikita sa maraming ahensya,
18:15.1
at empleyado ng pamahalan.
18:18.1
para pangunahan ito ng Senado,
18:20.1
upang bigyang balanse
18:22.1
at tamang pananaw
18:24.1
ang bawat sulalinin at problema
18:26.1
na hahanapan natin ng solusyon.
18:29.1
Let this standard be used
18:31.1
in measuring every government proposal
18:33.1
that comes our way.
18:35.1
Will it make the life easier
18:37.1
for the Filipino?
18:39.1
this very standard embodies
18:40.1
the work that we do
18:42.1
We trim lengthy provisions,
18:44.1
reduce projected costs,
18:46.1
test for constitutionality,
18:48.1
and ensure that stakeholders'
18:50.1
concerns are addressed.
18:52.1
We do this because
18:53.1
legislative haste
18:54.1
often leads to time
18:55.1
and resources wasted.
18:57.1
Bills that are not forged
18:59.1
in the fire of debate
19:00.1
often comes out half-baked
19:02.1
and eventually require
19:03.1
remedial sequels.
19:05.1
Sisiguraduhin po natin
19:07.1
na pulido ang mga batas
19:09.1
na makakarating sa labesa
19:14.1
ang ating pagpapasya
19:15.1
sa taonang budget.
19:17.1
Dahil pinagpapawisan
19:20.1
ang buwis na pupundo dito
19:22.1
at papasanin ang kanilang mga anak
19:24.1
ang pambayad sa utang na pupuno dito,
19:28.1
na ang trilyon-trilyong pisong
19:31.1
ay maghatid ng ginhawa
19:33.1
sa kanilang buhay.
19:36.1
is not the only duty of the Senate.
19:38.1
It also has the duty
19:39.1
to right wrongs and wrong policies.
19:43.1
the Senate will continue
19:45.1
to probe irregularities.
19:47.1
Relief will be provided by the Senate
19:49.1
and justice will always be pursued
19:52.1
by the Senate without let-up
19:54.1
through its committees.
19:57.1
All the things I have thus far mentioned
19:59.1
exemplify the independence of the Senate.
20:02.1
Ang unang bukambibig ng lahat
20:04.1
na tumayong Pangulo ng Senado
20:07.1
pananatilihin ng sariling paninindigan
20:10.1
at malayang kapasyahan ng Senado.
20:13.1
this is a pointless reiteration.
20:15.1
It restates the obvious
20:17.1
and repeats the self-evident.
20:21.1
our independence is livestreamed
20:23.1
and blasted to all media platforms
20:25.1
where you see your Senators
20:27.1
who can only be won over to a cause
20:29.1
if you debate them
20:31.1
and not dictate upon them.
20:33.1
It conveys one unchanging truth
20:36.1
that Senators are subjects
20:38.1
only of the people
20:40.1
and subsidiary of no other branch,
20:42.1
party, person, or interest.
20:45.1
This time-honored tradition
20:47.1
is what makes our institutions
20:49.1
strong and respected.
20:51.1
We embrace the full ventilation of views
20:53.1
either in contra or in conformity,
20:56.1
whether by those in the majority
20:58.1
or in the minority.
21:00.1
But at the end of the day,
21:03.1
We divide the House,
21:05.1
but only on issues
21:07.1
out of policy differences.
21:09.1
Never should we allow politics
21:11.1
to keep our House permanently divided.
21:13.1
Ito ang senadong kailangan ng taong bayan
21:16.1
sa puntong ito ng ating kasaysayan.
21:21.1
This independence,
21:22.1
which we treasure and enjoy,
21:24.1
is what we also desire for our nation.
21:27.1
Make no mistake about it.
21:29.1
This Senate is unanimous and unbending
21:32.1
in defending our country's independence
21:36.1
Tayo'y makikipagkaibigan,
21:38.1
pero hindi tayo pasisiil.
21:40.1
Tayo'y makikipag-usap,
21:42.1
pero hindi tayo magpapaapi.
21:46.1
we shall pass laws such as
21:47.1
Maritime Zone and Sea Lanes Act,
21:49.1
which will strengthen our claims
21:51.1
over what is already ours.
21:54.1
We will strengthen our military,
21:56.1
but not to ignite any conflict,
21:58.1
but in order to secure the peace.
22:02.1
We shall take peaceful measures
22:04.1
to defend our people's right
22:06.1
to sail in our seas
22:07.1
and fish in our waters,
22:09.1
as what our ancestors had done
22:11.1
and what our children and grandchildren
22:14.1
shall likewise do.
22:18.1
we must work towards bridging
22:20.1
these troubled waters.
22:23.1
that we shall overcome
22:24.1
whatever disagreements we may have
22:26.1
with any of our neighbors,
22:28.1
given our centuries-old
22:30.1
amicable relations with them,
22:32.1
where this point in time
22:34.1
in our current history,
22:38.1
And in the same way,
22:40.1
we shall be the Senate
22:41.1
which bridges social divides
22:43.1
and builds a path to prosperity
22:45.1
for every Filipino.
22:48.1
Our people are overworked,
22:52.1
and overburdened.
22:54.1
A comfortable life
22:55.1
has clearly eluded them
22:59.1
Their dreams and struggles,
23:01.1
more than any policy paper,
23:05.1
what our legislative agenda
23:08.1
and should inspire us
23:09.1
to work harder towards this end.
23:12.1
I say that it is time
23:15.1
to reframe our work
23:17.1
and pivot to laws
23:19.1
that will make the life
23:20.1
of the Filipino easier.
23:24.1
in every question,
23:28.1
and in every word
23:29.1
that we will present
23:33.1
these three simple questions.
23:35.1
Will this make our work
23:37.1
and the work of our fellow countrymen
23:39.1
faster and easier?
23:42.1
Will this make the life
23:44.1
of every Filipino easier?
23:49.1
we have passed a raft of laws
23:51.1
that ease the burden
23:54.1
that provide for ease
23:58.1
that provide ease
23:59.1
in unloading bad loans.
24:02.1
Why is there no ease
24:03.1
in commuting and connecting?
24:05.1
Why is there no ease
24:06.1
in finishing school
24:07.1
and finding work?
24:09.1
Why is there no ease
24:10.1
in providing health care
24:13.1
Why is there no ease
24:14.1
in acquiring justice?
24:16.1
Why is there no ease
24:17.1
in providing food,
24:20.1
but affordable food
24:21.1
for our families?
24:23.1
Let us do the heavy work
24:25.1
and make hard decisions
24:26.1
to unburden the nation
24:28.1
and uplift every Filipino.
24:32.1
is our unchanging mandate.
24:37.1
we can and shall be
24:41.1
that Quezon has envisioned.
24:46.1
I apologize for taking
24:47.1
much of your time.
24:48.1
Allow me, therefore, to close
24:50.1
and conclude by borrowing again
24:55.1
A Senate that serves the people
24:57.1
the way the people themselves
24:59.1
want to be served.
25:02.1
which works for the people
25:04.1
and which is worthy
25:05.1
of their support.
25:10.1
is their failure,
25:16.1
the reverse is also true.
25:20.1
as a country and people
25:23.1
their triumph as well.
25:25.1
And in this regard,
25:27.1
shall not falter.
25:30.1
shall always prevail
25:32.1
of the Filipino people.
25:33.1
Maraming salamat.
25:34.1
Mabuhay ang Pilipinas
25:36.1
ang sambayan ng Pilipino.
25:50.1
Thank you, Mr. President.
25:52.1
before we suspend the session,
25:56.1
our esteemed colleagues
25:59.1
for an official group portrait.
26:04.1

26:11.1
in the afternoon.
26:15.1
we shall reconvene
26:16.1
at the Session Hall
26:17.1
of the House of Representatives
26:20.1
the State of the Nation
26:22.1
of His Excellency
26:24.1
Ferdinand R. Marcos, Jr.
26:26.1
in a joint session
26:28.1
of both Houses of Congress.
26:30.1
And when we adjourn
26:32.1
the joint session,
26:34.1
the Session of the Senate
26:36.1
shall be considered
26:43.1
in the afternoon.
26:45.1
Is there any objection?
26:47.1
There being none,
26:48.1
the motion is hereby approved.
26:50.1
The session is suspended
26:51.1
until four o'clock
26:53.1
for the joint session
26:55.1
The members of the Senate
26:59.1
at the Session Hall
27:00.1
of the House of Representatives
27:04.1

the Session of the Senate
27:07.1

27:13.1
in the afternoon.
