we're fairly confident that we'll be able to operate, say, one per week or two every week.

before we dissect into these,

let's first talk about the strategy

of this current administration

to keep the SONA speech very short

and then hold more in-depth details

and talks coming from

secretaries, cabinet members

in the next one or two days.

What do you make out of that strategy?

Is that actually a good strategy

and should future administrations

is complemented with a technical report, right?

And was, you know,

and this is immediately

Because the challenge here

highlight the achievements

in terms of like the numbers,

whether it was able to reach its target,

we really have to see those

And delivered really

in a way that is, you know, clear.

is quite articulate yesterday, right?

But on the other hand,

I also think that

because the audience of the SONA

is not just the broader public in general,

but also key sectors in our society, right?

And even the international community, right?

So, more action plans

would have been appreciated, I think.

And I think given, you know,

and how the speech was delivered,
33:08.8
I think there's still some space, right?

For the president to flesh out

actually policy details,
33:14.8
especially on issues that are actually

really significant and important at present.

So, I've already mentioned

the West Philippine Sea,

but also on Pogo, right?

He did give a marching order
33:26.8
to DOLE to make sure that

between, you know, yesterday

and the end of the year

that there will be

some programs regarding those
33:35.8
who will lose their livelihood
33:37.8
with the banning of the Pogo, right?
33:39.8
But that's the only detail
33:42.8
that we got, right?
33:44.8
So, yeah, I'm still wondering

up until now, right?
33:47.8
I think most of the conversations
33:49.8
we're having is that
33:50.8
how is this really going to be implemented, right?

Will this really be a blanket policy?

Will this be a top-down approach?

So, yeah, I would have appreciated

more details on that.

And I think there's still

for the President to talk about

these details of his policy pronouncements.

from the comforts of her office

when I saw that statement,

that was like a couple of hours

before the sauna.

it's really a declaration

that the election season is upon us

and it's really now open season
35:20.8
for negative campaigns,
35:23.8
political mudslinging,
35:24.8
and even those kind of like
35:28.8
Underhanded dinks, right?
35:30.8
So the Vice President,
35:32.8
she didn't have to issue that statement
35:34.8
that she wouldn't be watching the sauna.
35:37.8
I remember that the statement said that
35:40.8
not even from any of,
35:41.8
you know, any gadgets.
35:42.8
So she wouldn't really watch the sauna
35:45.8
even remotely, right?
35:46.8
So it's a very strong statement
35:48.8
and I think this is really just proof
35:50.8
that the UNITEAM coalition
35:53.8
is not just over,
35:55.8
there's not just a collapse
35:56.8
in the coalition,
35:57.8
but they're now political enemies.
35:59.8
I think it's pretty clear now.

And you're right.

If you will recall

the address of the President,

there's marked absence
36:13.8
of the unity rhetoric

that used to be so prominent

in the President's speech, right?

in terms of how its use

is a rhetorical device.

there were no direct digs

on the Vice President.

She was not mentioned.

The relationship,

the breakdown in the relationship
36:40.8
with the President
36:41.8
wasn't really touched upon as well.
36:44.8
So, which is expected
36:47.8
given, you know, what we know
36:48.8
about the character of the President
36:50.8
in terms of handling
36:51.8
these political issues.
36:53.8
But I think he also knows
36:54.8
that the collapse of the UNITEAM
36:56.8
and this, you know,
36:58.8
now that he cannot really deliver
36:59.8
the promise of the unity,
37:02.8
unpopular development, right?
37:04.8
And I think they also know
37:06.8
that this is driving
37:07.8
a decrease in public support
37:10.8
but also the Vice President.

So I think it's a good idea

that he really did not touch on it.

But as a citizen,

I'm also quite disappointed

because it's a major development

that the Vice President

and that the coalition

that he sold the country

What kind of message does this send?

I think just like what I said,

the UNY team is not just over.
38:21.8
They're now enemies, right?
38:23.8
Political enemies.
38:25.8
And as an observer,

I actually expected

that this term SONA
38:30.8
will actually be used
38:32.8
as a campaign speech
38:33.8
for the 2025 midterm elections.
38:36.8
I was expecting that
38:37.8
we would try to highlight
38:39.8
or give prominence
38:44.8
of his supposed Senate State,
38:48.8
for example, right?
38:49.8
But it didn't come.
38:51.8
It was surprisingly tame
38:53.8
because, you know,
38:54.8
because he had the opportunity
38:56.8
to make it a partisan event as well, right?

Or to soft launch, for example,

his Senate's name.

He did not do that.

some of the Duterte-allied Senators,

including Senator Bong Go,

would have expected

that that would have happened,

that that is a possibility,

and hence that might explain

his absence, right?

Because traditionally,

that's also the purpose

of the State of the Nation address

prior to the midterm elections.

I think it's because

the administration is in this awkward position

that they are quite aware
39:38.8
that they have popularity issues
39:41.8
and that they have serious issues to address.
39:44.8
I think they have decided
39:45.8
to really face those issues
39:51.8
before actually going forward
39:53.8
in a campaign mode.
39:54.8
So that's probably for the better as well
39:56.8
for the Marcos administration.
39:59.8
And speaking of strategies,

let's now talk about the deepfake video
40:04.8
of the President allegedly using cocaine.
40:07.8
How effective was that
40:08.8
in actually throwing shade
40:10.8
and stealing the spotlight from the President?
40:15.8
It wasn't successful.
40:17.8
I think that's the first thing
40:18.8
that we should say, right?
40:20.8
It wasn't successful.
40:23.8
a very deliberate attempt
40:26.8
to actually, as you've said,
40:28.8
steal the spotlight from the President.
40:30.8
It was released on the day
40:31.8
of the State of the Nation address.
40:33.8
So all eyes are on the President.
40:37.8
if they succeeded,
40:39.8
it would have been a really big issue
40:45.8
for the administration
40:46.8
and it would have really overshadowed
40:48.8
whatever the President declared, right?
40:55.8
because I'm also taking a look
40:59.8
I'm not an expert on deepfake

and these kinds of technologies, right?
41:03.8
It appears that according to the notes
41:05.8
of some experts that I have seen,
41:08.8
this one is fake.
41:10.8
It's unlikely to be
41:13.8
the true video of the President, right?
41:18.8
But I think the context here is that
41:21.8
the 2025 election season is upon us
41:25.8
it's really open season
41:26.8
for all political players
41:28.8
to do negative campaignings,
41:30.8
political mudslinging,
41:31.8
and to resort to,
41:35.8
a really big problem now
41:37.8
in Philippine politics,
41:39.8
which is disinformation, right?
41:40.8
The use of this informative context,
41:43.8
fake news, deepfakes,
41:44.8
and the likes, right?
41:45.8
And what I want to say here
41:49.8
is that, of course,
41:50.8
the President is now at the,
41:53.8
is now sort of like the victim, right?
41:55.8
Is now at the end of this particular
41:58.8
disinformative campaign, right?
42:02.8
and the Vice President's campaign
42:06.8
according to many research,
42:08.8
really benefited a lot
42:10.8
from disinformation campaigns as well, right?
42:13.8
So now they're also experiencing
42:16.8
and getting a taste
42:17.8
of their own campaign strategy.
42:19.8
So it's the boomerang
42:21.8
hitting them back.
42:23.8
I think it also deserves
42:25.8
to be noted and mentioned
42:27.8
that the administration,
42:29.8
particularly the DILG and the DND,
42:31.8
were quite quick to dismiss the video,
42:35.8
to debunk the video.
42:36.8
That kind of strategy,
42:37.8
I think, played well
42:39.8
for the President.
42:40.8
Instead of them just being passive,
42:42.8
waiting for media to ask for interviews
42:45.8
or to ask for statements,
42:47.8
they actually mounted a press conference
42:48.8
and even uploaded a video
42:51.8
of the National Defense Secretary
42:53.8
saying that there is
42:54.8
a destabilization attempt
42:56.8
against the administration.
42:58.8
Now, all these developments, Cleve,
43:00.8
makes you wonder,
43:01.8
makes one wonder,
43:02.8
how deep the fissures are
43:04.8
between the President
43:05.8
and his Vice President.
43:07.8
My final question
43:08.8
to wrap up this interview,
43:09.8
what should the Philippines expect
43:11.8
in the next two months
43:13.8
in the run-up to the filing
43:14.8
of the certificates of candidacy
43:15.8
for the 2025 elections?
43:18.8
Yeah, I think if there's any indication
43:22.8
of how the battle lines,
43:28.8
will be drawn in the coming months,
43:31.8
I think we are getting a preview,
43:38.8
in the yesterday's address, right?
43:43.8
It's looking like this administration
43:45.8
will really distinguish themselves
43:47.8
from their political rivals,
43:50.8
with three issues.
43:52.8
How they're handling
43:53.8
the anti-drug campaign,
43:55.8
how they're handling
43:56.8
the West Philippine Sea issue,
43:58.8
and the banning of the hobo.
44:01.8
So, nothing on unity now.
44:04.8
You know, even Bago Pilipinas
44:06.8
may play a secondary role
44:08.8
in the rhetoric of the President now.
44:12.8
I think these will be
44:13.8
the lines that will be drawn
44:15.8
by the Marcos administration.
44:16.8
And they are allies.
44:19.8
Because if you will look
44:21.8
at the economic policies
44:23.8
and what was discussed
44:24.8
on the economic side,
44:26.8
there's really not much controversy
44:28.8
among our different political players
44:30.8
of these particular economic policies, right?
44:33.8
For example, price importation,
44:36.8
but also trying to give priority
44:39.8
to our local agricultural production, right?
44:42.8
Emphasis on building infrastructure,
44:45.8
even the use of the four Ps
44:48.8
or the conditional cash transfers, right?
44:50.8
As a poverty reduction mechanism, right?
44:54.8
So, there's really not much disagreement
44:57.8
on these particular policy issues.
44:59.8
But the three that I've mentioned,
45:00.8
drug war, the West Philippine Sea,
45:03.8
it appears that the campaigns
45:04.8
were centered around this.
45:06.8
And this is also the issues
45:07.8
that the Marcos can really distinguish themselves
45:14.8
from the Dutertes,
45:16.8
because the Dutertes
45:17.8
have a really completely different take
45:20.8
on these issues, right?
45:23.8
I also want to say that
45:25.8
I think what's also probably not being highlighted
45:29.8
in public conversation so far
45:31.8
that I think the banning of the hobo
45:33.8
is not just an innocent policy declaration
45:39.8
on the part of the president, right?
45:41.8
I could also see it
45:43.8
heating so many birds actually
45:45.8
with just one stone, right?
45:47.8
I think that somehow,
45:49.8
again, as I've said,
45:51.8
what we're seeing is that
45:52.8
there's a trajectory of decline
45:55.8
in the public support for the president
45:57.8
and they know that that has to be arrested.
46:00.8
They know that the banning of the hobo
46:02.8
is an issue that has popular demand.
46:05.8
And I think that the president,
46:06.8
given these considerations,
46:08.8
was cornered into policy declarations.
46:12.8
He may have feared or...
46:16.8
Just very quickly,
46:17.8
we just have to insert and point out
46:19.8
that the president actually underscored
46:22.8
that his administration was quite successful
46:25.8
in underscoring and in proving
46:28.8
that there is no need to kill anyone
46:30.8
just to curb the illegal drug rate.
46:34.8
Well, it's very true
46:36.8
that we now have less drug killings,
46:39.8
but to completely say, for example,
46:41.8
what I remember is that the president
46:43.8
called it a bloodless war on drugs
46:46.8
and that there is no place for extermination
46:50.8
in the anti-drug campaign of Malacanang.

I think that it's quite premature to declare

that this is really a complete success

and achievement, right?

those who are still monitoring

the number of drug-related killings

found out that at least 700 people were killed

as far as I know.

That's a lot of drug-related killings

in the Marcos anti-drug campaign

in his first two years in power.

That's still a high number.

We've also not heard from the president

about, for example,

the status of seeking justice and accountability,

for the many victims

of the previous administration's drug war.

I know that, you know,

some people might say that,

oh, that's not his drug war.
47:38.8
That's true, but it is responsibility now.

To a proper anti-drug campaign,

to a rehabilitative approach
47:46.8
to anti-drug campaign,

he must also seek justice for those.

I also note that there were only few cases
47:56.8
that was filed against state agents
47:59.8
as part of the deterred drug war,
48:01.8
and most of it were closed
48:03.8
without even the filing of a criminal complaint.

So I think there's a lot

that the Marcos government

can actually do to put action

and to put really money
48:15.8
into the words that they're claiming

that they have a new approach

to the war on drugs.

And the big question remains,

will the president actually have the guts

to go after former president

the architect and perpetrator

of the drug war here in the Philippines?
