So the President there said,

our bloodless war on dangerous drugs adheres
17:15.2
and will continue to adhere to the established eight E's
17:18.6
of an effective anti-illegal drug strategy.

What is the President's statement?
17:30.4
It's alive because as we've been monitoring the killings,
17:35.5
drug-related killings under this administration,
17:38.9
we've recorded in the first year of this administration,
17:42.9
342 reported drug-related killings,
17:46.5
and in the second year, 359.
17:49.5
And in the last two weeks, there have been an additional 26 killings.
17:54.1
So this effort to claim that the war against drugs is bloodless
18:04.6
is plain and simple propaganda from the administration.
18:09.1
And who are responsible for the killings, Joel?
18:14.1
Based on our tally, around 40% of all the killings are by state agents.
18:19.9
And they've been done in...
18:24.1
by-bust operations mostly and in the serving of warrants.
18:31.0
Yeah, the remaining parts are almost equal to those committed by state agents
18:36.8
or those committed by unidentified assailants,
18:40.7
meaning they were mostly riding in patents that would assassinate individuals reported to have links
18:47.6
or have previous history or cases related to illegal drugs.
18:52.5
When you say that
18:53.8
of the killings are by state agents,
18:56.2
does that necessarily mean
18:58.0
that these killings are state-sanctioned
19:01.9
Yes, because these are operations
19:04.3
that have been conducted
19:05.4
on purpose by the police
19:07.8
and by the FIDEA, and sometimes
19:09.7
in some few instances,
19:11.7
even with the military.
19:15.9
reasonable explanation
19:18.2
to say that these are
19:19.9
not being done by the state on purpose.
19:21.8
And when you look at your
19:25.7
are all these, where's the majority
19:27.6
of the killings happening?
19:32.0
count, most of the
19:33.9
killings are in Cebu.
19:37.4
plastered in Cebu City.
19:41.6
count would be in
19:43.6
Davao City. There are
19:45.6
around 60 plus for the second year
19:53.2
What is peculiar with Davao is that
19:55.3
unlike Cebu, where the
19:57.1
assailants are a combination of
19:59.1
state agents and identified
20:03.0
other perpetrators,
20:07.0
the ones that were committed in Davao
20:09.3
City were done almost
20:11.3
all, except for one
20:13.2
case, I guess, almost all
20:15.3
by the Davao City
20:17.3
police personnel.
20:21.2
looking at these, the red sections
20:23.5
there, if we can bring up
20:24.8
the map again and the data,
20:27.1
the red parts of the Philippine
20:29.3
map, these are all where the
20:31.2
killings are happening, correct?
20:33.3
What is the common
20:34.7
denominator among these areas?
20:39.4
The one being shown
20:43.1
it's the report for the second week
20:48.6
limited geographic area, but if we
20:51.0
look at the report that we
20:52.9
prepared, the killings
20:54.9
are really mostly clustered in
20:56.6
the Davao region, in central Visayas
21:02.9
And what does that tell you? The fact that
21:04.8
the killings are happening in these areas,
21:06.8
what does that tell you, Joel?
21:08.7
That the illegal drugs,
21:10.8
the trade on illegal drugs
21:14.5
continuing in these areas
21:19.1
the claims of, you know,
21:21.0
billion peso hold on
21:22.9
illegal drugs successfully
21:27.0
government, there
21:30.2
punitive measures being done
21:36.3
allegedly involved in
21:40.2
And when you look at year one, year two,
21:42.8
and year three, the data
21:45.1
there that you have on your map,
21:51.0
Year two is more than year one,
21:52.9
and at this point in time,
21:55.0
same period of last year,
21:56.8
your data has it at already
22:03.3
compared to the same
22:05.3
period last year, or do you see
22:07.0
the trend increasing as the years go
22:09.3
by under this administration, Joel?
22:13.4
on our data, there
22:14.8
will be slight increases
22:17.4
over the years, and that's
22:19.5
what's alarming because
22:21.0
with the rhetoric on having a
22:22.8
bloodless drug war, the tendency
22:25.1
of the people is to forget
22:26.9
that all these killings are still happening.
22:29.7
And without the public
22:31.2
intervention, without other institutions
22:33.2
looking in at the practices of this
22:35.0
government, then we would be thinking
22:36.9
that the drug war, as best
22:39.1
exemplified by the bloodlust of
22:41.1
the territory, is quite over. But it's not.
22:44.5
proper public intervention
22:49.2
the human rights community,
22:52.8
seemed to have settled
22:53.8
on a number which is
22:58.7
killing a day, seemed to have been the
23:00.7
acceptable rate of killings
23:02.8
for this government. But that's one life too many.
23:05.5
We've said that from the
23:08.6
drug war. But because the previous
23:10.8
administration set the bar so
23:12.7
low, do you think that this,
23:15.4
as you said, paves the
23:16.8
way for acceptance
23:18.0
that we're at a better place?
23:21.0
When we're actually not?
23:23.4
Yes. The tendency is to think that
23:26.7
there have been reforms.
23:32.9
though they have been renamed, we don't have
23:34.9
Oakland Dover Barrel anymore. We have
23:36.7
Oakland Adore, or whatever it is
23:38.9
that the Philippine Optional Police and
23:40.5
they have come up. But what's quite
23:42.9
clear is that for two years,
23:49.9
remains on the 40%
23:53.3
the government can
23:55.8
still do a lot, can still
23:58.1
institute reforms. And if
24:00.2
it wanted to stop the
24:02.1
case, it can. Because, let me
24:04.1
point out again to Davao,
24:08.1
Duterte, Bastien Duterte, said
24:09.8
that he's launching his own drug war
24:12.1
due to the political rift
24:14.1
ongoing between the Marxists and the Dutertes,
24:18.1
Philippine Optional Police and the National
24:19.7
Government was swiftly
24:21.7
brought upon on the
24:23.8
city government of Davao,
24:26.0
the police personnel
24:27.7
with the lead. And since
24:29.8
March 28th until today,
24:31.7
we have not recorded
24:35.5
drug-related killings in Davao. So they
24:37.6
can make it stop.
24:40.0
So they can make it happen
24:42.0
if they put political
24:45.8
will behind their talk.
24:48.1
Other reforms, Joel,
24:50.5
on the part of the citizenry
24:55.4
pierce that veneer of
24:57.6
acceptance that may be
24:59.3
happening now, that we're actually
25:01.3
better when, as you said, we're
25:05.4
I think in that regard,
25:07.7
the media plays a particular
25:09.8
role. Because just
25:11.6
now, when after the SONA,
25:15.7
many media organizations
25:19.7
the pronouncement that it's a bloodless
25:25.3
surface all these reports.
25:27.8
On our part, we're
25:29.7
getting our information from
25:31.7
the local media, the media
25:33.9
on the ground. And the media on the
25:35.8
ground, their main source, it's a one-story
25:38.0
source, are the police. So
25:39.6
there's still the need to
25:41.8
again, through the media, surface
25:43.9
the killings that's happening on the
25:47.1
since October 2020,
25:49.7
it seems to be in the policy
25:51.7
of the Philippine National Police
25:53.2
to deny all these killings.
25:55.7
And to look closely
25:57.8
to the propaganda line that
25:59.6
it's a bloodless drug war.
26:01.8
Let me just go back to
26:03.4
the genesis of you collating
26:07.1
not dropping the ball and really keeping your
26:09.6
eye on this. And not
26:11.6
just heaving a sigh of relief that the
26:13.6
Duterte administration's reign is
26:15.6
over. Because a lot
26:19.7
Why was it? What is the reason
26:21.7
why you stuck to it?
26:23.9
Why you found it important to
26:25.8
keep on collating
26:30.0
informing the public that
26:32.0
the killings are still happening? Go ahead.
26:35.4
we started this project, this
26:37.9
particular effort to monitor, to come
26:40.0
up with a database regarding reported
26:41.9
drug-related killings way back in 2018.
26:44.8
And when the pandemic hit,
26:47.1
in a way, populate the data point.
26:51.7
But during the pandemic,
26:54.7
we started seeing spikes actually in the killings.
26:58.7
And nobody, no one in the press or in the government
27:04.7
were saying that these killings are ongoing.
27:06.7
That's why we decided to make it public.
27:09.7
And we come up with a weekly count, a monthly count,
27:13.7
so as to alert the public that these killings are going on
27:17.7
despite the harshness of the pandemic.
27:19.7
And we also wanted to make sure that we had
27:21.7
the latest measures, quarantine measures in place.
27:23.7
So if we're getting killed during a pandemic,
27:27.7
then I think somebody has to step up and say,
27:29.7
this is still going on.
27:31.7
And since then, we've kept track
27:33.7
of this particular issue.
27:35.7
And to our dismay,
27:37.7
we were hoping also that there would be a particular change
27:40.7
with the change of the administration,
27:42.7
that we would become irrelevant.
27:44.7
Unfortunately, as the numbers that we have would bear it out,
27:49.7
we have become complacent actually.
27:51.7
And in a way, accepted the cost of killing one day.
27:56.7
Joel, just as a final question,
27:58.7
how do you then defend your work to, let's say,
28:01.7
the families who have been fearful of their children
28:04.7
in various barrios, in barangays,
28:09.7
who are just all too happy that the drug dealer down the street
28:14.7
is gone and has been killed,
28:16.7
whether it's in this drug war,
28:19.7
or in the Duterte regime?
28:21.7
How do you defend your work?
28:23.7
That you're still counting these people
28:26.7
who were killed in the drug war
28:28.7
as victims of abuses,
28:31.7
as opposed to seeing them as the bad people
28:36.7
who were taken away by government
28:38.7
and made life easier and safer
28:40.7
for these people living in barangays,
28:42.7
living in fear for such a long time?
28:45.7
That they should also place themselves
28:47.7
in the shoes of those who were killed.
28:49.7
Because everyone must have,
28:52.7
as a matter of human rights,
28:55.7
If they are charged with something,
28:57.7
killing them is never a shortcut to justice.
29:01.7
Everyone should have, you know,
29:04.7
a proper prosecutorial procedure to go through
29:07.7
if this is the case.
29:08.7
And as the government now would like to claim,
29:13.7
it's supposed to be a bloodless drug war.
29:16.7
So there are procedures in place,
29:18.7
they can prosecute those who are involved in the street,
29:21.7
that they are busting the main syndicates and so on.
29:26.7
But the non-laban narrative,
29:29.7
the by-bust wherein they say
29:31.7
the culprit, a lowly drug pusher,
29:34.7
alleged drug pusher,
29:37.7
sensed that he's transacting with the police officers
29:40.7
and thus draw out the gun and shoot them,
29:43.7
and would almost miss in hitting the police
29:47.7
and would be killed by the police personnel.
29:52.7
that process is still in place.
29:58.7
if they're fearful of the addicts,
30:00.7
there should be continuing concern
30:03.7
that they could also get killed by the police.
30:05.7
