16:42.0
Our very own Adrian Ayalin now joins us with an update from there.
16:44.9
Adrian, what more can you tell us?
16:47.3
Hi, Hermina. We are here in Barangay Tumana in Marikina City.
16:52.2
And residents continue to leave their flooded homes.
16:59.8
Right now, I'm seeing here an ambulance and some rescuers.
17:05.4
I overheard them. They are about to rescue a child who's on a ventilator.
17:13.0
Again, people here continue to leave their homes and go to nearby evacuation centers.
17:20.1
Among them, the Concepcion Elementary.
17:22.2
The elementary school and other schools, public schools here around Barangay Tumana.
17:29.2
The good thing here is that residents already know when to evacuate.
17:34.8
Most of them have already evacuated early this morning as soon as the second alarm was raised.
17:41.5
Again, as you mentioned, at around 7 a.m., it was some second alarm.
17:47.1
But at 10 a.m., the floodwaters continued to rise.
17:51.8
We saw the level of the Marikina River rise to a third alarm.
17:58.2
And that means that there should be forced evacuation.
18:01.7
And that is what we are seeing right now on the ground here in Barangay Tumana in Marikina.
18:07.1
I am seeing right now a rescue boat.
18:10.1
Most of the houses here have second floors.
18:13.9
They are, of course, used to flooding here in Marikina.
18:17.8
But again, there are...
18:21.8
One-story houses with, of course, residents still who are needing to be...
18:30.0
Who need to be rescued.
18:31.6
And I can see some children being rescued by this rescue boat.
18:37.4
Again, the authorities here, the barangay officials and local government officials continue to monitor the situation.
18:46.5
There are people asking residents to leave their houses.
18:51.8
The residents who have second floors remain inside their houses expecting that the floodwaters would subside soon.
19:01.9
But the situation here, it's continuing to rain here in Barangay Tumana.
19:09.2
So it is expected that the floodwaters will still continue to rise.
19:14.8
Adrian, just a couple of questions for you before we let you go.
19:17.3
How many more meters?
19:18.7
How many more meters before they raise to third alarm?
19:24.8
How many more meters to go before the third alarm is raised, Adrian?
19:29.7
Actually, when we left the area where there is monitoring, it's in Barangay Kalumpang, the sublation of Marikina.
19:40.9
The water is already on the third alarm, 18.1 meters.
19:45.7
But after two hours, it is safe to assume that it has already reached the third alarm.
19:51.8
And because, again, what we are seeing here right now is that floodwaters continue to rise.
19:58.9
And actually, the floodwater is almost reaching the main road here in Marikina City.
20:06.2
And people have been evacuating, including their animals, of course.
20:10.7
Adrian, as we all know, Marikina, no stranger to flooding in their area.
20:15.8
Anything unique about the flooding this time around?
20:21.7
It was sudden, the residents here.
20:26.5
But, of course, monitoring has been done.
20:28.8
We have seen online, on the Facebook page of the local government, the water level is being shown there.
20:40.3
Which, of course, the residents here already know that when it's already on a second alarm, they will have to evacuate.
20:48.7
That is the mandatory.
20:49.8
That is the mandatory.
20:50.0
And that is the...
20:51.7
Preemptive evacuation because it is expected to rise up to a third alarm.
20:57.2
And that is what is happening right now.
20:59.0
Third alarm here in Marikina City, at least in Barangay Tumana.
21:03.0
There are also low-lying areas we still need to visit, like in Barangay Malanday and in Barangay Nangka,
21:11.9
which are similarly situated like Barangay Tumana.
21:15.9
They are along the bank of the Marikina River.
21:21.3
Our very own Adrian Ayalin there joining us on the line to you and your team.
21:24.7
Adrian, take care.
21:26.0
And from there, we're now going to speak to the mayor of Marikina himself, Mayor Marcelino Teodoro.
21:31.9
Mayor Marcy, good afternoon to you.
21:33.3
Thanks for joining us today and welcome to the program.
21:36.1
Yeah, good afternoon, Hermina and to our viewers.
21:39.6
Kamusta na po ang Marikina?
21:41.5
We just got a report from our correspondent, Adrian Ayalin.
21:44.7
Third alarm has been raised.
21:46.2
The 18-meter mark has been reached, or breached, rather, at the Marikina River.
21:50.5
What more can you tell us, Mayor?
21:53.1
Correct, Hermina.
21:54.7
We have reached our third alarm.
21:56.8
In fact, it's at 19 meters now.
22:00.7
It's the highest that we have experienced in the last four years of flooding in Marikina.
22:06.1
This is one of the highest levels that we have experiencing.
22:12.3
Dati, nasa 16, 17 meters samang.
22:19.0
We have already...
22:20.5
We have already implemented our forced evacuation, our mandatory evacuation.
22:24.3
And continuing evacuees are coming into the different barriers evacuation centers.
22:33.4
And the other thing that we are monitoring is the rainfall count that we have.
22:42.0
As of 12 p.m. now, we have reached the highest rainfall count.
22:47.6
The count is 208.
22:50.5
This is already comparable to what we have during the undoy in Marikina.
22:56.4
So, we're really, really bracing ourselves for the worst to come.
23:04.8
What is a good thing is that we were able to dredge the river.
23:12.7
If we were not able to dredge the river, it would have been much worse.
23:17.2
Mayor, I don't know if you caught my question to our correspondent, Adrian.
23:20.7
A while ago about, you know, Marikina not being a stranger to rising floodwaters.
23:26.0
But I asked him what is unique this time around.
23:28.3
And that is your answer that this is the highest in four years that the floodwaters have reached, have risen in your area.
23:37.6
What does that tell you, Mayor?
23:42.5
What's really happening, Carmina, is that we're receiving a lot of water from the upstream area.
23:49.4
We're downstream.
23:52.1
What we're experiencing now is a bigger amount of rainfall coming from the upstream area.
24:02.3
Secondly, it's a convergence of the weather system that we're experiencing now.
24:10.1
That we're not...
24:11.3
We have two or three typhoons that we're experiencing.
24:15.9
This is a new normal.
24:17.8
The data that we're recording...
24:20.5
I think in terms of rainfall count, in terms of water level, is unprecedented.
24:25.3
So, but what is now we're seeing is that we have fewer families in the evacuation center.
24:37.0
Because some of the areas conventionally being flooded are not flooded now.
24:43.1
But there are floodwaters, but not as high as we are experiencing before.
24:48.6
But just the same...
24:51.0
We're telling everybody to exercise a banded off caution,
24:54.8
to do preemptive evacuation and be…
24:58.2
To be careful about everything.
25:01.4
As we speak, we have 2,ã˜ã‚ƒunkapawalo
25:08.2
in the evacuation center.
25:10.1
I'm expecting, Carmina, I'm asking our rescue workers to go around into community ...
25:17.2
I'm expecting our rescue workers to go around into community
25:18.2
not only to force but to explain more importantly to the families in the low-lying areas to do evacuation.
25:30.4
25:50.8
That's why you're very cautious about the situation.
25:57.4
Yes, correct Carmina.
25:58.6
Ang travel time normally yan is one hour to one and a half hours bago bumaba rito.
26:07.4
Kaya we're bracing ourselves really.
26:11.5
Mayor Marcy, talk to us about loss and damage.
26:14.5
You have been very active in terms of adaptation and mitigation with regard to the changing climate.
26:24.2
If there's any poster city or poster situation of what loss and damage is, I think that's what we're seeing right now.
26:33.7
That despite your efforts to mitigate and adapt,
26:39.5
this is still the image that's facing you.
26:44.4
And your constituents now in Marikina.
26:46.9
More than an image, it's a reality that you have to contend with.
26:51.7
Correct Carmina, this is a reality for us.
26:55.4
And what we're telling the community is that we cannot do it alone.
27:00.5
We need, this is the whole ecosystem that we need to address.
27:06.3
Yung problema ng reforestation in the upstream area, problema rito.
27:11.8
We are feeling that.
27:13.3
Yung problema ng proper land use on development, nararamdaman namin dito.
27:22.9
We're able to dredge the river.
27:25.4
Pero kung hindi na-dredge yung upstream area, hindi na-dredge yung outfall area downstream,
27:31.6
still there will be water in Marikina.
27:34.5
The damage is really at the individual level or family level.
27:43.3
28:04.6
So this is the reality for us.
28:06.9
Also, you talked about your first responders, the officials of Marikina.
28:13.3
Now being asked by you to go to other areas that may be severely affected as well by the rains and the floods.
28:20.3
How were you able to go around or what kind of system do you have in place?
28:25.7
Because most of the time, the first responders are victims themselves.
28:29.3
But how were you able to go about that, given that that's usually the case?
28:37.4
It's a whole-of-community approach, Carmina.
28:41.2
It's a whole-of-community approach.
28:43.3
Kapitbahay tumutulong doon sa kapwa-kapitbahay niya.
28:46.1
Yung apektado, tutulungan niya yung kapwa niya na apektuhan.
28:50.9
I could see it now.
28:52.7
29:11.1
We're fortunate here in Marikina.
29:13.3
Yung barangay, yung local government, nagtutulong din lahat.
29:20.5
Even our national government, we have coordination with them.
29:27.1
They're helping us also, our police personnel, our bureau of fire personnel, lahat pwedeng nagtutulong.
29:33.9
We have youth volunteers now, even volunteers coming from various churches here in Marikina.
29:43.3
And because of the shared experience, we become one.
29:47.6
We collaborate and we act as one. We act in unison.
29:52.9
Mayor, in a few minutes, we'll be speaking with DSWD's Assistant Secretary Irene Dumlao.
29:59.1
Before I let you go, what do you need at this point in time?
30:02.4
What assistance do you need for your constituents?
30:05.4
Immediate really is the food provision for our evacuees.
30:10.6
Medicines, vitamins, mga gamit ng mga maliliit na bata.
30:17.9
We're also inviting volunteer doctors in our evacuation center.
30:24.1
Kasi eto, basang-basa lahat yung mga tao dito.
30:28.2
So yung mga ganon, we need social worker to do the compression.
30:35.4
Para meron din mag-a-assist sa mga tao. To comprehend what's happening.
30:46.1
31:11.4
Okay. We're going to continue to monitor the situation from where we stand, Mayor Marcy.
31:17.2
But we're going to have to let you go. I know you're very busy.
31:19.7
But thank you to you and the rest of the team there. Take care, Mayor Marcy.
31:23.9
Salamat, Karina. Mabuhay ka. Salamat.
31:25.9
Mayor Marcelino Teodoro there of Marikina giving us the situation in Marikina as we speak.
31:33.8
We talked about what makes this time unique compared to the other times when the city was ravaged by rising floodwaters.
31:43.3
This is what he said. He said this is the first time in four years that the Marikina water level has breached 19 meters.
31:52.7
And it's affecting them in so many ways.
31:56.3
First and foremost of which, of course, is the trauma that the city had to endure when they faced Ondoy.
32:03.8
Many years ago. So it's reliving that trauma again.
32:07.1
Children as well. They're in dire need of support.
32:10.5
And we're going to ask that now from our next guest.
32:14.6
But before we do that, we have this just in.
32:17.3
Interior Secretary Ben-Hur Abalos has recommended a declaration of a state of calamity in the entire Metro Manila.
32:25.1
Meanwhile, the country's disaster management agency verifying eight reported deaths due to the combined effects of the southwest monsoon.
32:33.8
Enhanced by Typhoon Karina and Tropical Cyclone Buchoy.
32:37.8
All of the fatalities were from Mindanao.
32:40.3
The storms have already affected nearly 180,000 families, displacing about 7,000 of them.
32:47.3
Meanwhile, initial damage to agriculture is pegged at nearly 10 million pesos.
32:54.3
And we're now going to get more details on government storm response.
32:57.8
We're now joined by Social Welfare Assistant Secretary Irene Dumlao.
33:01.7
Assistant Secretary, good afternoon to you.
33:03.8
Thank you for joining us today and welcome to the program.
33:14.0
Alright, I think we've lost our connection with Asek Dumlao there.
33:17.5
But we're going to try and get her back on the line soon as we can.
33:21.3
But for now, we're going to head to Batangas where heavy rains trigger a deadly landslide in the town of Aguncillo.
33:28.4
The landslide buried a home in Barangay Subic, Elaya.
33:31.8
The victims include a pregnant woman.
33:33.8
And three children.
33:38.1
The province of Batangas placed under a state of emergency as well due to the effects of typhoon Karina and the southwest monsoon.
33:45.4
Earlier, the provincial government has also suspended classes in all levels.
33:49.0
Vice Governor Mark Levista says many areas in Batangas are still flooded.
33:54.1
Some cities also without power.
33:57.9
We reached the minimum threshold of 15% of the general.
34:03.8
Populations affected by the typhoon, the typhoon Karina, and this is also the recommendation of our provincial disaster risk reduction and management council headed by Ms. Amor Calayan.
34:22.7
This is also the decision of Governor Hermilando Dodo Mandanas and the Sanggunian Panalawigan of Batangas.
34:33.8
Sa katunayan, sa araw na ito, magkoconvene ang Sanggunian Panalawigan or mga board members para po isa-ayos ang deklarasyon ng state of emergency.
34:50.3
And going back to government's response now, we have back on the line, Social Welfare Assistant Secretary Irene Dumlao.
34:56.8
Asik Dumlao, magandang hapon po. Thanks for joining us today and welcome to the program.
35:01.9
Yes, good afternoon, Carmina.
35:03.8
Alright, Asik Dumlao, I just got off the phone with Mayor Marcy Teodoro of Marikina and they're saying this is what they need.
35:10.5
They need food provisions, they need medicines, vitamins, they need volunteer doctors as we speak, and psychosocial support for those affected by the floodwaters and the rains there.
35:23.1
Is this something that you're working on at this point, not just for Marikina but other areas as well ravaged by the floodwaters and rains?
35:33.8
Yes, as Carmina, our response operations is being undertaken by our field offices.
35:40.1
For Marikina in particular, we have coordinated already with our DSWB field office in NCR and we were informed earlier that there are actually 3,000 family food packs already in the truck.
35:52.5
But we're just waiting for the floodwaters to subside so that we could bring or ferry those family food packs in Marikina.
36:01.6
There's 3,000 additional family food packs.
36:03.7
There's 3,000 additional family food packs in Marikina.
36:03.8
There's 3,000 additional family food packs that were requested by the City Social Welfare Development Office.
36:08.7
And then again, it's ready to be deployed soon as floodwaters subside.
36:14.5
Now, on other parts of the country, like in Region 3, Region 2, Palabarzon, Mimarope, and Region 1, we have actually provided initial assistance to those affected.
36:26.5
It's almost 400,000 pesos worth of aid that is comprised of family food packs.
36:33.3
This is just the initial assistance that we have provided.
36:39.2
We are sending some more augmentation support to the local government unit considering that our field offices are in constant coordination with them
36:48.1
so that we could determine what additional supplies need to be given to the LGUs that are affected.
36:55.9
Let me just go back to what you said earlier, Asek Dumlao.
36:59.8
Can you confirm to us that floodwaters are...
37:03.3
...hampering the relief efforts of the government?
37:09.2
We were informed by our field office that some portions of Marikina are flooded.
37:15.9
And that's the reason why the truck that's supposed to carry the 3,000 family food packs have not yet reached the area.
37:26.8
But we are in constant coordination with the Marikina development.
37:31.9
Is there any way to make...
37:33.2
...maybe help that along?
37:36.0
Maybe get the food packs out of the trucks, put them on rubber boats so that the relief packs can be brought to those who need it the most at the soonest possible time, Asek?
37:48.8
Well, Kermina, that's one of the strategies that we are thinking of in coordination, of course, with the local government of Marikina.
37:58.6
We just have to ensure now that...
38:01.2
...considering that...
38:03.2
...continues to batter us, we have to ensure that we protect also.
38:10.0
We have to make sure that the rain doesn't get wet otherwise, our items will also get wet, Kermina.
38:16.0
What about psychosocial support for those who need it?
38:19.6
That's also one of the items mentioned by Mayor Marcy Tudoro of Marikina, Asek.
38:28.1
The DSWB is the lead in camp coordination and camp management...
38:33.2
...of these internally displaced persons that run at the agenda that we are really focused on.
38:39.5
We have our social workers, members of our secret forces, who will be deployed in this area, particularly in the evacuation centers, to assist our DRM officials, the camp managers, so that we can really provide for these specific needs of the vulnerable sector, particularly the children, the women, elderly people.
39:03.0
We understand that psychosocial intervention is really one of the areas that we have to intervene in because disasters and emergencies really have an impact on the well-being of our internally displaced persons.
39:19.9
So, yes, we are deploying additional social workers in this area.
39:24.5
Asek Dumlao, aside from Marikina, what other areas of concern are you focusing on?
39:29.4
At least here in the metro first and we go to the provinces next.
39:33.0
Yes, that's correct.
39:37.1
Aside from field office NCR, we are also looking at other field offices, particularly in Region 3 because we have also received quite a number of affected individuals who are now taking temporary shelter in evacuation centers, similar to Region 2 and Region 1.
40:06.1
We're going to have to leave it at that.
40:07.3
I understand we have a bad connection and we also don't want to hamper or be the cause of any delay in the DSWD trying to get relief to those who need it the most.
40:18.7
You're also nursing a cold, Asek Dumlao.
40:22.9
So, please take care and do keep us updated from time to time.
40:28.7
Thank you very much, Kabila.
40:30.2
Thank you, Kabila.
40:31.0
We'd just like to take this opportunity.
40:33.0
We'd like to assure our fellow men that health is on the way.
40:36.7
Health is available.
40:38.6
Health is sufficient.
40:40.7
And the DSWD is in constant coordination with the local government so that we can ensure urgent deployment of health.
40:48.2
Thank you very much.
40:49.5
Thanks a lot, Assistant Secretary of the Social Welfare Department there.
40:54.1
Irene Dumlao joining us on the line giving the assurance to the public that health is on the way.
41:04.7
They are trying to look for ways to circumvent this and bring the aid and relief to those who need it the most at the soonest possible time.
41:14.4
In case you've just joined us as well, we also reported a while ago that Interior Secretary Ben-Hur Abelos has recommended a declaration of a state of calamity in the entire Metro Manila.
41:26.3
We'll give you more details of that in our succeeding newscast.
41:29.7
In the meantime, we're going to take a quick break.
41:31.1
When we return, we check on the...
41:33.0
situation in Oriental, Mindoro
41:34.8
and Batangas as heavy rains continue
41:37.0
to batter most parts of the Philippines.
41:38.9
We'll also look at the flight cancellations
41:41.0
due to the bad weather. You're watching
41:42.8
Dateline Philippines here on ANC. Stay with us.
42:03.0
Thank you for watching!

44:03.0
Thank you for watching!
44:33.0
Thank you for watching!
45:03.0
Now for a closer look
45:04.8
at the situation there.
45:07.0
Vice Mayor, good afternoon to you. Thank you for
45:09.0
joining us today and welcome to the program.
45:11.5
Good afternoon, Ma'am.
45:12.9
So, pakikwento nga po sa amin, ano ba
45:14.9
ang nangyari? Ito kung saan
45:16.8
gumuho po ang lupa? Prone na
45:18.9
ho ba ito sa landslide? Or ito yung
45:20.6
kauna-unahang pagkakataon na nagkaroon po
45:22.8
ng landslide dun sa area po na iyon?
45:26.9
This is the first time po na masyadong
45:29.3
malakas yung ulan.
45:30.6
At the same time, lumambot po yung
45:36.8
nagkaroon ng landslide, then natabunan po yung
45:38.6
bahay po nila. Marami ho ba
45:40.7
ang nakatira dun?
45:44.4
five to six houses po ang nandoon
45:46.7
sa area na iyon po. Kasi yung
45:48.7
tabi po siya ng lawa,
45:50.3
ang left side ay medyo
45:55.0
So, nandun po yung hanap buhay nila sa lawa.
45:57.1
So, dun sila sa taas
45:58.3
tumitigil kapag ka po
46:00.6
katapos nung kanila pong mga gawain dun sa
46:05.0
dun po sila tumitigil
46:06.7
sa area po na iyon.
46:07.8
At hindi naman po ito
46:10.1
diniklarang no-build zone
46:13.2
based on hazard mapping in the past,
46:17.4
meron ho bang ganong study
46:19.3
finding na hindi pwedeng
46:22.7
tirhan ito pong lugar na ito, Vice Mayor?
46:26.7
sa hazard map namin, hindi po
46:28.7
siya dapat talaga
46:29.5
tinitigilan ng tao because of, ano po,
46:32.8
prone talaga. So, yun lang po
46:35.4
mga kababayan natin,
46:37.1
hindi po natin mapigilan dahil
46:38.9
nandun nga po yung hanap buhay po nila
46:42.1
Pero sinubukan niya po ba?
46:44.8
Yes po. As early as
46:47.0
nagkaroon na po ng
46:48.8
warning, pinuntahan na po
46:51.4
sila ng barangay natin
46:52.9
sa disaster team at sinabihan
46:55.1
na kumaari lumikas
46:57.1
na as early as possible. Pero
46:59.7
ayaw po nung ating mga kababayan,
47:04.9
doon noon sa lugar na yun.
47:07.1
We have the fatalities
47:11.4
Can you confirm that to us,
47:12.8
Vice Mayor? Or mas nadagdagan po ba?
47:16.7
four po. 27 years
47:23.1
At sa pagkakaalam nyo po,
47:25.0
kailan, anong oras po kaya
47:26.5
nangyari itong landslide?
47:29.0
Based on our medical team,
47:31.1
roughly 10 o'clock,
47:32.8
ah, in the evening.
47:36.7
Yes po. Between 10 to 11 in the evening.
47:39.4
At anong oras po silang
47:41.3
nadatna na lamang
47:42.4
na wala na pong buhay?
47:44.3
Nung magisingan na po yung mga taon, mga kapitbahay,
47:48.6
ng umaga, doon nila na-discover
47:51.0
po na may landslide
47:52.8
na isang bahay po na yan.
47:55.4
So dahil dito po,
47:57.2
tingin nyo ho ba yung
47:58.6
makukumbinsin nyo na yung
48:00.7
inyong mga kababayan po na wag
48:04.5
ng kanilang mga bahay dyan po sa lugar na yan?
48:07.5
Yes po. Ngayon pong
48:10.2
forced evacuation po ang ginagawa ng
48:12.4
LGU doon po sa mga
48:13.9
nandun pa po sa area. Dinadala po namin
48:16.7
sila sa evacuation center po namin
48:18.7
sa Barangay Pansipit.
48:20.0
So nabagit nyo po kanina mga 5 to 6
48:22.6
houses po ang nakatirik po dyan?
48:26.2
And roughly how many people
48:30.2
Roughly po mga 30 individuals po.
48:34.8
Meron pa ho ba kayong binabantayan
48:36.4
na ibang mga lugar dyan sa inyong
48:38.6
bayan na prone din po
48:41.1
sa landslide o paguho ng lupa?
48:44.7
Barangay Piliminoang
48:49.1
Kasama po nung Subigilaya.
48:51.4
Yung mga area po na yun
48:54.5
sa landslide at may mga landslide
48:57.0
na nanangyari doon sa lugar na yun?
49:00.3
Yes po. Kasi po yun ay
49:02.6
Na po yun. Medyo hilly portion
49:06.3
taas na lugar po talaga.
49:10.0
kinapangambahan po namin.
49:11.7
Na pwedeng magkaroon po ng
49:19.6
At ilan pong mga tao ang nakatira
49:30.7
nasa mga 30 po yun.
49:32.0
Pero more or less po mga isan daan
49:34.1
po yan na pamilya.
49:35.8
Combined? Combined na yung dalawang area?
49:39.9
Okay. Balik po tayo doon sa
49:41.7
tanong kung na-hazard map
49:44.4
po itong area ito
49:45.6
at ano po yung finding.
49:47.8
Pwede po ba tumira doon o hindi?
49:51.2
Sa hazard map po talagang
49:52.9
hindi po siya dapat sigilan.
49:55.0
Yun po yung sinabi na po namin
49:57.0
sa kanila na red zone po talaga yun eh.
50:00.5
Yung area po talaga yun.
50:01.5
Prone po talaga siya sa landslide.
50:03.8
So yung naka-lupa po
50:07.5
is product po siya noong
50:10.1
mga previous eruption ng volcano.
50:12.4
So hindi po talaga stable
50:16.2
sa area po na yun.
50:18.6
how do you think you can solve this
50:22.0
Vice Mayor? Because you're supposed to
50:24.2
implement all these findings
50:27.4
your constituents safe.
50:30.3
Kaya po kayo nandiyan?
50:31.5
Para siguraduhin na hindi sila malalagay
50:36.1
Kahit na ba sabihin nila
50:38.4
ay kahit ho ayaw nila
50:41.9
But at the end of the day, dapat pong
50:43.5
pasunod rin sila dahil buhay po nila
50:45.6
ang nakataya dito, Vice Mayor.
50:48.2
Yes, ma'am. We are trying our best po
50:50.0
sa LGU na kumbinsihin po itong
50:52.1
mga tao. Actually, ma'am, mayroon
50:54.0
kaming housing project na
50:56.2
inyo-offer doon sa iba po
50:58.5
natin mga kababayan na
51:01.5
At the same time, ito naman pong
51:03.2
nandito na karamihan, mayroon pa rin
51:07.1
houses na pwedeng tigilan
51:09.1
yung iba po doon. So
51:11.1
yun po ang ginagawa ng LGU
51:15.4
kumbinsihan po talaga sa mga
51:17.1
kababayan po namin na nandun po sa area
51:21.4
sa Metro Manila, nandeklara na po
51:23.3
ng State of Calamity
51:24.5
si DILG Secretary Benher
51:29.6
sa lugar po ninyo,
51:31.5
may ganoon na rin po bang
51:33.5
deklarasyon? At ano po
51:36.0
ang kinakailangan ng mga
51:37.4
constituents nyo po sa mga
51:39.6
oras na ito? Mula sa DSWP,
51:42.2
mula po sa provincial or
51:43.6
the national government? Go ahead,
51:47.0
Yes, ma'am. Sa part po ng provincial
51:49.3
government, they declared already
51:51.3
that the entire province is under
51:53.1
State of Calamity. So
51:55.3
yung mga nasa evacuation po ngayon,
52:01.5
assistance from the national
52:03.6
government po, matulungan
52:05.9
din po yung kababayan po namin
52:07.6
na namatay po, matulungan
52:09.9
po natin ang assistance. I think
52:11.7
yun lang naman po, LGU naman po,
52:14.9
disaster fund pa rin na nagagamit.
52:17.7
So yun po yung i-utilize namin po
52:19.7
ngayon, yung quick response fund po.
52:22.5
Meron po bang mga nagtamo
52:23.8
ng injuries, Vice Mayor, na kinakailangan
52:26.1
ng agarang tulong medikal?
52:29.8
na assist naman po ng medical
52:31.5
52:49.6
kung meron po kayong
52:50.5
kinakailangan na mensaheng
52:53.2
iparating, please
52:54.6
don't hesitate to call our
52:57.4
station as well and we will
52:59.1
help you in that regard. Thank you
53:01.5
so much, Vice Mayor
53:05.5
there from Agoncillo
53:09.0
The Vice Mayor there telling us as well that
53:11.3
unfortunately, four died in a
53:13.5
landslide in an area previously
53:17.5
as a no-build zone
53:19.0
as a result of hazard mapping in their
53:21.4
area. There are two other areas
53:24.7
which are also not supposed to be
53:29.6
where people would erect their
53:31.3
homes. But unfortunately,
53:33.1
they are having a hard time in convincing
53:35.3
these people to go to relocation
53:38.7
to not build in these
53:41.4
areas. But the Vice Mayor there
53:43.5
telling us as well that maybe this time
53:45.4
around, their constituents will listen
53:49.4
heed their call to relocate to
53:53.6
Right, over in Calapan City
53:55.6
in Oriental Mindoro, at least 10
53:57.4
villages submerged
53:59.2
in floods or very own
54:01.3
is Dato now. Join us with the latest from
54:03.2
there, Dennis. What more can you tell us?
54:06.3
Hi, Karina. We are here
54:07.4
in Calapan City, Oriental Mindoro,
54:09.3
one of the provinces experiencing the
54:11.2
severe impact of the southwest
54:12.9
monsoon, further intensified by
54:15.1
Typhoon Karina. Since yesterday,
54:19.0
Calapan City have been submerged
54:21.0
in floodwaters due to a continuous heavy
54:23.1
rainfall. And according to Dennis
54:25.2
Escosola, head of the Calapan City
54:27.1
Disaster Risk Reduction and
54:29.1
Management Office, the most affected
54:31.3
guys are Bukayaw, Parang,
54:33.4
and Kamansian, which are
54:35.1
catch basin areas during storms
54:37.3
or have rains. Authorities
54:39.2
have been issuing evacuation orders
54:41.2
since yesterday, but many
54:43.3
residents have refused to leave their homes
54:45.4
reasoning that they can still
54:47.1
handle the situation. Only 24
54:49.0
families or 130 individuals
54:51.2
have complied with authorities
54:53.2
directive to evacuate.
54:55.3
The Pangalaan and Bukayaw
54:57.2
rivers, two major rivers in Calapan
54:59.1
City, remain at a critical level.
55:01.3
When these rivers overflow,
55:03.4
a significant portion of the
55:05.4
city of Calapan and towns of
55:07.2
Baku and Nauhan get submerged
55:09.4
in floodwaters. In
55:11.3
Barangay Alag, in Baku Town,
55:13.6
the rescue team of Municipal Disaster
55:15.4
Risk Reduction and Management Office used
55:17.1
ropes and lifebuoys to rescue
55:19.0
a couple and their two children
55:21.2
who were trapped in their house.
55:23.0
Their house suddenly got flooded
55:25.0
and they were also unable to
55:27.3
cross the bamboo bridge due to the rushing
55:29.1
floodwaters. It has been raining,
55:31.3
for three consecutive days here
55:33.4
in Oviedo, Mendoza, causing the
55:35.3
water level in rivers to rise
55:37.2
rapidly and flooding in low-lying
55:41.0
Local authorities, including the City
55:43.0
Disaster Risk Reduction and Management Office
55:45.1
and the Philippine Coast Guard, remain on high
55:47.2
alert to respond promptly in case
55:49.3
the flooding situation
55:52.9
Thanks a lot, Dennis Dando there joining us on
55:55.3
the line. And back here in the newsroom, Manila's
55:57.3
main gateway, Naia, not spared from
55:59.3
floods. Airport officials,
56:01.3
reported flooding at the Naia
56:03.3
Terminal. Four travelers are advised
56:05.5
to coordinate with their airline before
56:07.5
heading to the airport.
56:31.3
Over 70 flights were also canceled due to the unfavorable weather. Here's the list.
57:31.3
The latest on the weather now, a red rainfall warning now up over Metro Manila and nearby areas due to the southwest monsoon.
57:56.4
Mag-asa forecaster Veronica Torres now joins us with the latest. Veronica, over to you.
58:26.4
With a speed of 15 kilometers per hour and because of Typhoon Carina, we have a tropical cyclone wind signal number two raised over Batanes.
58:37.8
Meanwhile, signal number one is raised over Babuyan Islands, the northern portion of mainland Cagayan, and the northern portion of Ilocos Norte.
58:46.3
For heavy rainfalls caused by Carina, we're expecting 50 to 100 millimeters of rain over Batanes and Babuyan Islands.
58:53.7
And also, the southwest monsoon will be enhanced by Carina and will bring moderate to intense rainfall over various localities in the western portion of Luzon today through Friday.
59:07.4
And also, we have a gale warning raised over the coastal waters of Batanes, Babuyan Islands, and the northern portion of Ilocos Norte and Cagayan.
59:17.7
We're expecting Carina to exit the Philippine area of responsibility.
59:23.7
We're expecting Carina to exit the Philippine area of responsibility by tomorrow morning or afternoon.
59:26.9
And that's the latest from Mag-asa Weather Forecasting Center, Veronica C. Torres reporting.
59:32.6
Veronica, Veronica.
59:34.8
Yes, a couple of questions for you before we let you go.
59:37.7
So this red rainfall warning, that's going to be in effect for the next how many hours, Veronica?
59:45.6
So this was released at 11 a.m. today and the next update is at 2 p.m.
59:50.8
So mostly the red rainfall.
59:53.7
The rainfall warning is good for three hours.
59:56.4
Now, does that mean that whatever flooding we're seeing right now, the amount of water, for example, that Marikina is experiencing, the floodwaters,
60:06.7
does this mean that because there is a red rainfall warning in the next two to three hours,
60:12.4
then the water that we're seeing right now is going to increase in the next two to three hours, Veronica?
60:19.4
Yes, so the highest warning that we have is red warning.
60:22.7
So there's a high chance that in the next three hours, Metro Manila will still see in red rainfall warning.
60:30.4
So for example, because we just talked to Mayor Marcy of Marikina a while ago,
60:35.3
the water level at the Marikina River now at 19 meters, that's the highest they've seen it in the past four years,
60:41.7
with this red rainfall warning, what does that mean for the residents of Marikina?
60:47.5
Okay, so for red rainfall warning, so it means that serious flooding,
60:52.7
flooding is expected in flood-prone areas with regards to dams.
60:59.2
So we have our hydrologist who will give out flood advisories for various places also.
61:05.5
There is a concern here, Veronica, as well, that Pag-asa failed to warn people about the amount of rainfall
61:15.4
that these three weather systems will bring to affected areas.
61:21.3
What are your thoughts?
61:22.7
Regarding that, Veronica?
61:24.4
Actually, around Sunday, we were already releasing weather advisories,
61:29.4
and in that weather advisory, we have a three-day outlook, and Metro Manila is already included.
61:36.9
So we're also, based on the weather advisories that we're releasing,
61:41.8
we're also expecting that Metro Manila will have moderate to heavy rains,
61:46.2
or if not moderate or heavy to intense rains.
61:49.9
So we were giving out advisories.
61:52.7
Early Sunday, and the weather advisory started a bit a while ago,
61:57.9
and it started from the intertropical convergence zone,
62:01.0
then it became the low-pressure area, and now for the southwest monsoon.
62:04.5
So we're continuously bringing weather advisories, updates for our countrymen.
62:12.3
Okay, but because you said a while ago, Veronica, that we should expect rains and rainfall until tomorrow,
62:21.5
or Friday, in terms of volume, how much more should we expect?
62:28.8
Is it two feet of water?
62:30.4
Is it, you know, give us a visual here as to how much more water people should expect.
62:38.3
Okay, so what we're expecting for today is we're expecting heavy to intense rains.
62:46.9
And then for tomorrow, we're also expecting,
62:51.5
the same amount of rain for, like, from last Monday until for today, Wednesday.
62:58.1
So we're expecting moderate to intense rains until tomorrow.
63:03.0
And then although by Friday, we're expecting it's going to be rainy on Friday,
63:09.0
however, it's going to be less, lesser than the amount of rain that was experienced from Monday to Thursday.
63:17.2
Okay, we're going to have to leave it at that.
63:19.8
Veronica Torres there of Pagasa, thanks for joining us.
63:21.5
Thank you for joining us today.
63:23.1
Well, Typhoon Karina, with the international name Gemi, is also battering Taiwan.
63:27.5
Gemi is expected to make landfall on the northeast coast of Taiwan early Wednesday morning.
63:32.4
Work and classes are suspended across the island.
63:35.0
Taiwan's transport ministry also says nearly all domestic flights have been canceled,
63:40.1
along with 27 international flights.
63:42.7
Taiwan's defense ministry has placed its forces on standby.
63:51.5
Several malls in the Philippines coming to the aid of the general public affected by the inclement weather.
63:56.4
SM branches and Ayala malls across the country announced they will accommodate
64:00.7
those who seek temporary shelter from heavy rainfall and flooding.
64:05.5
Our correspondent Jeffrey Anais now joins us to tell us more about this.
64:08.9
Jeffrey, go ahead.
64:11.8
Due to the continuous and heavy rainfall causing widespread flooding in Metro Manila and neighboring areas,
64:16.8
several large shopping malls have taken the initiative to assist affected vehicle owners
64:21.4
by opening their malls for free overnight parking.
64:25.0
